World Vision is seeking an Monitoring
& Evaluation (M&E) Specialist for an upcoming USAID Rwanda
Integrated Nutrition and WASH Activity. The M&ES will be responsible for
all monitoring, evaluation and reporting activities under the award. The
M&ES will lead the development of and manage the Performance Monitoring
Plan (PMP). The M&ES will also develop and maintain systems to collect and
analyze information on outputs, outcomes and impact of the program. She/he will
work with the Team to build capacity on the use of data and indicators; analyze
monthly data, and support training in quality assurance methods. Finally, the
M&ES will lead the process of recruiting an external evaluation team to
conduct rigorous baseline and final evaluations for the project that access impact
and drive programmatic learning.
Specifically, the M&E Specialist
will:
- Develop the overall framework for project M&E in accordance to the project and document M&E plan.
- Identify the core information needs of central project management, partners, government stakeholders and the donor
- Contribute to the development of the annual work plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activates in the work plan.
- Oversee and execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning
- Based on the annual work plan and in particular the programs budgets, design the framework for the physical and process monitoring of project activities.
- Assist in the development of project reports. Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.
- Prepare consolidation progress reports for project management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations.

RESPONSIBILITIES INCLUDE:
- Develop the overall framework for grant M&E in accordance to the design document and donor requirements
- Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity
- Identify the core information needs of grant management, partners, and funding agencies
- Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.
- Participate in development of the annual work plan, ensuring alignment with technical strategy
- Clarify and/or facilitate process for monitoring and evaluations of sub-grantees
- Prepare M&E plan and budget
- Oversee and execute M&E activities with particular focus on results and impacts as well as in lesson learnt
- Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.
- Prepare consolidation progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations
- Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications of future action. If necessary create such discussion forums to fill any gaps.
- Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed
- Foster participatory planning and monitoring by engaging primary stakeholder groups in the M&E of activities
REQUIRED SKILLS INCLUDE:
- The proposed Monitoring and Evaluation Advisor will have responsibility for all monitoring, evaluation, and research activities associated with the project
- A Master’s degree in public health, demography, biostatistics, statistics, or a related field is required
- Minimum of five years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable
- Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable;
- Knowledge of M&E issues with respect to service delivery and support related to nutrition, WASH, and/or capacity development is desirable;
- Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable;
- Demonstrated nutrition and/or WASH experience and knowledge to provide support and guidance to project staff on design, monitoring, and evaluation is desirable;
- Demonstrated knowledge of USAID and GOR monitoring and evaluation processes and systems is desirable;
- Report writing, research, monitoring and evaluation
Preferred:
- Experience working with multiple stakeholders and familiarity with USAID indicators and reporting requirements will be an added advantage.
- Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods including research/study design and implementation, design and data analysis, rapid appraisals, etc.
- Demonstrated hands-on practical experience setting up and managing MER systems for health programs in developing countries.
- Excellent report writing, analytical and communication skills, including oral presentation skills, knowledge management and dissemination of research findings (in English).
- Demonstrated knowledge of management information systems.
- Excellent ability to communicate effectively in English, both verbally and in writing is desirable
