Finance Assistant
BACKGROUND
The Peace Corps is an independent U.S. Government
agency that sends American volunteers around the world to aid countries to
fulfill their
development needs. The three goals of the Peace Corps are: • to
help the people of interested countries in meeting their needs for trained men
and women;
• To help promote a better understanding of Americans
on the part of peoples served;
• To help promote a better understanding of other
people on the part of Americans. The Peace Corps currently operates in 74
countries, with over 8,000 American volunteers of all ages and backgrounds.
Peace Corps originally opened its program in Rwanda in 1974, working for 20
years before closing its offices in 1993. It reopened its program in 2008 and
Peace Corps Volunteers are currently working in two sectors (Education and
Community Health).
We are seeking an enthusiastic individual who is a
team player and self-starter with moral integrity to fill this vacancy.
BASIC
FUNCTION
The Finance Assistant (FA) assists in budget
preparation and financial report activities; examines and processes all
non-cashier vouchers, and ensures proper billing and collections. The FA
reviews invoices for accuracy prior to processing for payment and prepares
payment vouchers and imprest fund disbursements. The FA tracks invoices and
open obligations to ensure that vendors are paid promptly and can identify when
a payment is overdue. The FA assists in quarterly budget review, establishes
and maintains necessary tracking systems for EFT payments; prints payment
confirmation for payments made to vendors; photocopies and maintains records of
all non-cashier payment vouchers to be shipped to Peace Corps HQ. The FA
maintains complete and accurate voucher records so that they are readily
accessible for inquiries by vendors or auditors.
The FA serves as Billing and Collections manager and
ensures that billing procedures and records are compliant with regulations and
policies; coordinates with the Cashier and Executive Assistant regarding
payments of Bills of Collection. Monitors time and attendance for staff. The FA
regularly monitors Peace Corps Financial System outstanding collections report
and ensures timely clearing of BOCs. The FA prepares and monitors quarterly VAT
reimbursements. The FA acts as Alternate Cashier.
REQUIRED
QUALIFICATIONS
Knowledge: Good knowledge of finance management and/or
banking and must be able to understand and apply standardized government
regulations; applicable global accounts payable procurement regulations
pertinent to contract management; basic finance and accounting with basic
imprest experience.
Education:
Degree or Advanced Diploma in Finance, Accounting,
Business or related field.
Prior Work
Experience:
Minimum of two years of related work experience
required, preferably with the US Government but not necessary.
Language
Proficiency:
Fluent English (written and spoken) required;
Fluent Kinyarwanda (written and spoken) preferred.
Abilities
and Skills:
Good interpersonal skills/relationships, outgoing,
independent worker, highly organized, proactive, hardworking, focused, and must
have attention to detail.
